During the panel that convened at the International Data Protection and Privacy Commissioners Conference hosted by ILITA in the Ministry of Justice, that focused on Privacy by Design, Information and Privacy Commissioner of Ontario, Canada Ann Cavoukian stated that "If we fail to act today, we will face a complete loss of privacy by 2020. Freedom to act is based on privacy. A new lexicon must be developed by which privacy will be designed in the future. The definition of privacy and the means of protecting personal data must constitute a default. The principles of Privacy by Design are frequently implemented and can shape the issue of privacy for the next generation."
Prof. Adi Shamir, a pioneer of encryption at Weizmann Institute, referred to the issue of biometric database and inter-governmental handling of implementation of its technological solution as a 'blurring' of the relationship between civilian identity and their biometric data, a solution that would allow for the establishment of a biometric database whose use would not affect infringement of privacy or maintenance of top level information security. Prof. Shamir stated that release of information to any government is problematic since the government can amend the law. As such, information banks in the possession of the government can also be used for other purposes. When there is interest in establishing a bank, such as a biometric database, other parties would jump at the chance of using this data.
Adv. Yoram Hacohen, Head of the ILITA, stated that the authority is involved in many privacy design processes in the government sector. Regarding the biometric database, Hacohen stated that the democratic decision was to establish such as database but he believes that its execution should be carried out while implementing Adi Shamir's proposal since that was the most measured constitutional solution, since it allows the purpose of the law while protecting privacy.
